Statutory act of grace payments
Treasury circular TC22-01 Statutory Act of Grace Payments requires us to maintain an internal register of all statutory act of grace payments made using the PSC’s funds.
Statutory act of grace payments may be made under s. 5.7 of the Government Sector Finance Act 2018 by the Minister, or Minister’s delegate, if satisfied that there are special circumstances which warrant making a payment.
‘Special circumstances’ include where a person, or persons, has suffered financial or other detriment because of:
- the workings of government
- significant natural, health, or other disasters requiring an emergency government response.

We are required by the Treasury circular to publish our internal statutory act of grace payments register annually.
